President Willie Howlett has more than 30 years of experience in business, industry, and government.  His associates have a combination of more than 60 years of military, law enforcement, training, safety, fire & EMS, hazardous materials, emergency communications, Incident Command, and disaster planning experience.  Howlett and Associates is exceptionally qualified to provide you with a wide range of services. We have completed projects for more than 30 cities and counties including the development of  Emergency Operations Plans, Local Capability Assessment for Readiness (LCAR) reports, Commodity Flow Studies, Sara Title III Plans, Mitigation Plans and the formation of Citizens Emergency Response Teams and Citizen Corps Councils.  We also develop and deliver various training and exercise programs to include Incident Command (ICS), National Incident Management System (NIMS), Disaster Management and Exercises, Hazardous Materials, Confined Space, and various other Emergency Management and Public Safety training programs.
